Russia saw risk of digital information war to the nation state in 1999

Years before the invention of social media, Russia articulated the risk the internet posed to the nation-state, through psychological operations. Here is one line:

“Use of information with a view to undermining a State’s political and social system; psychological manipulation of a population for the purpose of destabilizing society.”

The observations were made in comments to the UN on “Developments in the field of information and telecommunications in the context of international security.”
