South Korea and the Philippines sign new accords aimed at boosting defense cooperation. Which is a way of saying, the underlying concerns about a more powerful, but less stable China don’t depend on the appearance of Obama. Nonetheless, Obama could have made a more compelling case if the Republicans had allowed him to attend the summits. The legacy of the Tea Party may be to force the US government to focus on more domestic – rather than international – issues.
